Looks kinda energy costly to me. In pvp sole reaping will not help much. If you have to save your skills and use them only when you absolutely must, you need better e management.
this is all coming from a glance though. i will try it later.

I honestly cant see what this is meant to achieve =/ Looks like its just meant to survive, not much in the damage department, most monks could possibly heal through your damage with maybe one skill.
Another point i'd like to make is that boosting party wide defense is much more useful than keeping yourself alive. One self heal is ok, but 3 defensive skills is a bit much. Using hexes is a good way to support the party and boost its defense. Skills like faintheartedness is a good way to lessen melee pressure same with insidious parasite it deters melee. Foul feast/plague sending is another good example. Not only do these skills help you, but more importantly they help your team aswell!
Necros generally cant deal massive amounts of damage by themselves, and are generally used for pressuring the opposite team. Which makes blood a very underwhelming line imo, as it offers very little party support and the damage isnt all that great either :P

You've stuck together some offensive blood skills along with a couple of defensive skills. Nothing special.
Blood Magic as an offensive line is very weak - your 250 damage every 8 seconds comes to 31.25 DPS, which is pretty poor. It takes a long time and a lot of energy to bring one target down with Blood Magic.

To be honest,the build is as solid as a sugar cube wall in a fish tank. We all know that blood is generally a really badly thought out line and outside of some team builds the only blood usage is B-Spiking HA/GvG.
I don't know what your aim was in posting this because we have all seen these builds to the point where they make our eyes bleed.These type of builds have been flogged to death,burned and buried multiple times around here.
